Austria: Transition from State Monopoly to Online Gambling Licensing
Austria is moving toward a reform in the online gambling sector. The Betting and Gambling Association (OVWG) is calling for an end to the state monopoly and a shift to a licensing model. Negotiations between political parties may conclude by the end of 2025.
Key Facts about the Market
🔵 Casinos Austria holds the exclusive right to operate online casinos (license valid from 2012 to 2027)
🔵 Online gambling market revenue in 2024 — approximately € 632 million (20% of total gambling revenue)
🔵 Potential tax revenue under a licensing system — up to € 1.4 billion by 2031
🔵 Estimated number of licensed operators: 20−30 — among potential participants: Tipico, Bwin, bet365, LeoVegas, Betway, Merkur
European Trend
Following Finland’s move toward licensing (2026−2027) and existing frameworks in Sweden, Denmark, and Germany, Austria — along with Poland — could soon be one of the last markets in the region with a full monopoly. Licensing would allow the country to align with broader European practices.
Arguments for Reform
🔴 Enhanced player protection through international standards
🔴 Growth in tax revenues and market transparency
🔴 Reduction in offshore operator activity
🔴 Alignment with European regulatory models
Financial Potential
According to OVWG estimates, the gap between current tax revenues and the forecast under a licensing model exceeds € 1 billion by 2031, making the reform highly significant for the federal budget.
Possible Scenarios
🔵 Fully open market
🔵 Limited number of licenses
🔵 Gradual withdrawal from state exclusivity
Risks of Inaction
🔴 Loss of potential tax revenues
🔴 Increase in illegal operators’ market share
🔴 Continued lag behind the European regulatory framework
Conclusions
🔵 Austria is at a crossroads: maintain the monopoly or move to a licensing model
🔵 Even a limited licensing framework would be a step toward a more transparent and secure market
🔵 A decision is expected after political negotiations scheduled for late 2025
About the Hit Rate Metric: Why It Matters for Players and Casinos
In the world of gambling, operators often focus on the RTP (Return to Player) metric, but an equally important indicator is the Hit Rate (HR) — the frequency of wins. While RTP shows how much a player wins, HR answers the question of how often a player wins. A low hit rate can lead to disappointment and frustration among players.
📊 What is Hit Rate?
The Hit Rate formula is:
Hit Rate = (Number of winning bets / Number of total bets) x 100%
The size of the win doesn’t matter — only the frequency of winning counts.
For example, if a player makes 100 bets and wins 90 of them, their Hit Rate is 90%.
It’s important to note that even with the same RTP, two slots can differ greatly in HR:
- A high-volatility slot usually has a low HR — rare but big wins.
- A low-volatility slot usually has a high HR — frequent but small wins.
🚨 The Problem and the Solution
One of the most common complaints from new players is the desire to close their account because of a perceived lack of fairness and constant losses. We’ve observed that these complaints usually come from newcomers who haven’t yet developed trust in the platform.
Previously, our policy was to recommend high-RTP games and sometimes grant a small no-deposit bonus. However, most players still left the platform after such interactions.
We formed a hypothesis: if new players (with up to 3 deposits) are offered high-HR games, their retention rate would increase.
A new guideline was created — when a complaint comes into support, the manager recommends a game that: had 200+ unique players the previous day, and an HR above 60%, with additional filtering by total bet volume.
📈 Experiment Results
Over two months, we analyzed the following funnel:
New player → Contact with support → Receives recommendation → Makes another deposit
Before the experiment, only 10−30% of players reached the end of the funnel.
During the experiment, this rate stabilized at 28−29%, even as we expanded to a new GEO and increased the inflow of new players by 12% compared to previous periods.
💛 Conclusions
Hit Rate is a key metric influencing user satisfaction. Frequent, even small wins reduce frustration — especially among new and inexperienced players.
For experienced players, such recommendations are less relevant since they tend to play a limited set of games and already understand RTP mechanics.
Delayed Pop-Up to Boost Visit2Reg Conversion
Today we’ll talk about a new experiment aimed at increasing the conversion rate from visit to registration.
This test involved a delayed pop-up that appeared when three conditions were met:
- The visitor stayed on the homepage for more than 30 seconds;
- Scrolled down twice;
- Didn’t interact with any buttons on the site.
Thus, for users who explored the homepage but didn’t rush to register, a pop-up appeared with a call to action: “Register and get a welcome bonus” and a “Registration” button.
Hypothesis:
The delayed pop-up could increase the Visit2Reg conversion by 0.5−1%. This assumption was based on research showing that:
- 15−20% of new players view the homepage during their first visit;
- They make the decision to register after 30−35 seconds on average;
- About one-third of them never register and leave the site.
The pop-up was designed as a tool to “nudge” exactly this audience.
✍️ Experiment
Traffic was split 50/50:
- Test group — new players who saw the delayed pop-up.
- Control group — new players who didn’t see the pop-up.
The test ran for one month on a project operating in NL without a license.
📊 Results
Week 1:
- Test group: 25.1%
- Control group: 24.8%
Week 2:
- Test group: 24.3%
- Control group: 24.7%
Week 3:
- Test group: 25.4%
- Control group: 25.3%
Week 4:
- Test group: 24.3%
- Control group: 24.1%
At first glance, the difference seems minimal.
However, deeper analysis revealed some interesting insights:
- The share of players who didn’t register within the first 30 seconds was about ~22% (21% in the test group and 21.9% in the control group);
- Among these “slow” users, the conversion rate in the test group was significantly higher: 12% vs. 4% in the control group;
- 9% of all registrations came directly from the pop-up button.
🫡 Conclusion
In absolute terms, the pop-up didn’t bring a significant overall uplift. However, within the hesitant user segment, its impact was noticeable — the conversion rate in this group increased substantially.
Gambling Law Amendments in the Netherlands
The Dutch Gambling Authority (KSA) has announced new licensing requirements for online gambling operators.
Why this is happening
Online gambling in the Netherlands was legalized in autumn 2021, with licenses issued for a 5-year period. The first licenses will expire in October 2026. New applicants will now face stricter requirements aimed at making the regulated market more transparent.
New licensing rules effective January 1, 2026
🔵 All applicants must provide an “exit plan,” a risk analysis, and a change notification plan.
🔵 Applicants must explain all violations over the past 5 years and show how they were resolved.
🔵 Existing operators will undergo a separate review when renewing licenses (player protection, advertising, and a database compliance test).
🔵 Failure to comply with court rulings or weak explanations may result in license renewal being denied.
Market environment
🔴 Gambling tax set at 34.2% from January 1, 2025, rising to 37.8% in 2026
🔴 Ban on advertising and sponsorship for the general public
🔴 Deposit limits
Expected consequences
🔵 In the long term, these measures will increase transparency and accountability in the market.
🔵 Higher taxes + marketing restrictions + stricter licensing requirements may reduce profits for licensed operators and strengthen the offshore sector.
🔵 In its latest report, the KSA regulator forecasts a € 40 million decline in online gambling revenue in 2025, whereas previous reports projected a € 100 million increase for the same period.
French iGaming Under Pressure: Taxes Up to 70% of GGR
Recent Senate hearings in France highlighted the scale of challenges facing the gambling sector. Operators’ total contributions — including VAT, advertising taxes, and fees — already reach 70% of gross gaming revenue. By comparison, most European countries are in the 20−35% range.
A key factor is the political vacuum following the departure of François Bayrou, one of the few government advocates for the industry. Now operators are left without direct lobbying support, and the future of online casino legalization and tax relief remains uncertain.
What This Means for the Market
- The French market risks becoming one of the most expensive for operators in Europe.
- Pressure on business models limits innovation, with companies shifting R&D to countries with lighter regulation.
- A scenario of mass operator exits is realistic — similar to recent cases in India.
- Traditional players (202 land-based casinos) are not yet ready to actively support the online sector, although they acknowledge its inevitability.
Outlook
Potential successors to Bayrou have previously worked with Michel Barnier, the author of the online casino legalization proposal. However, none have openly voiced support for the industry yet.
Today, the French gambling market faces a choice:
either maintain the current model with unbearable tax burdens, or seek a balance that ensures competitiveness and preserves jobs.
Ambassadors in iGaming — a Strategic Tool for Operators
Collaboration with ambassadors is not just a trend but an integral part of companies’ marketing strategies.
Research shows that 69% of players trust media personalities in the iGaming context, and every $ 1 invested in influencer marketing generates an average return of $ 5.78 (2024).
Reasons for engaging ambassadors:
🔵 Brand awareness growth: a well-known face helps stand out in the market, gain mentions in the media and on the influencer’s social channels, and quickly deliver the brand to a broad audience.
🔵 Increased trust: users tend to perceive an operator as more reliable if it is associated with a public and respected personality.
🔵 Emotional connection: ambassadors “personalize” the brand, making it closer and more relatable to the audience.
🔵 Expanded reach: the ambassador’s loyal fans or followers become potential players, attracting new audience segments.
Why trust in operators grows:
🔴 The ambassador’s reputation transfers to the operator, creating a positive image effect for the brand.
🔴 Major influencers rarely collaborate with questionable companies, which creates a sense of transparency and legitimacy for the operator’s work.
Goals of sponsorship contracts:
🔵 Recognition of status: a major ambassador is like a sports trophy or title for an operator. Partnering with them “confirms” the brand’s standing and signals to the market that the brand is strong enough.
🔵 Long-term asset: just as an athlete keeps a championship title in their resume forever, a brand will “remain in history” as having partnered with Ronaldo, Hulk, or Ovechkin — a trust capital that continues to work even after the contract ends.
🔵 Brand localization: signing local athletes in the most popular sport within the jurisdiction significantly boosts loyalty and increases media mentions.
For example, in LATAM, bookmakers sign football stars, while in India and Bangladesh — cricketers.
Examples of major ambassadorships and their impact on brands:
🔴 1win announced a partnership with legendary UFC fighter John Johnson. In the news release, the operator positioned itself as the “#1 crypto casino,” strengthening its previous market image.
🔴 GGbet in July sponsored the high-profile fight between Oleksandr Usyk and Daniel Dubois for the undisputed heavyweight world championship. The event gained massive global media coverage without extra costs for the operator.
🔴 Ambassadors of the Parimatch brand include Indian rapper DIVINE, cricketer Nicholas Pooran, and MMA fighter Ritu Phogat. Their professional domains capture the key interests of the Indian target audience, making the operator a top company in the market.
Conclusion
Ambassadorship in iGaming is not just “a face on a banner,” but a way to secure a place in players’ minds as a brand they can trust, as well as a highly profitable financial investment for operators.
What Does House Edge Mean?
The House Edge is the percentage that shows how much a gambling establishment earns from each game. It’s essentially a margin that guarantees the casino’s profit. This concept is also known as the casino hold, house advantage, or casino edge.
🔍 Why Do Casinos Have an Edge?
For a casino to operate and remain profitable, it must have a built-in mathematical advantage over players. In most games, this edge ranges from 1% to 10%, though there are exceptions. It’s important to note that this advantage applies in the long run — the more bets are placed, the more likely the casino is to secure its share.
💰 How to Calculate House Edge
For example, if the house edge is 2.5%, then with a betting turnover of $ 50,000, the casino will keep $ 1,250, while the rest goes back to players as winnings.
🔄 RTP and House Edge: The Connection
The house edge is the opposite of Return-to-Player (RTP). If an RTP is 95%, the house edge is 5%. This is why players should choose games with a lower house edge to increase their chances of winning.
🎲 Games with Low House Edge
As the saying goes: “A good bet is when winning is more likely than losing.” Some games even allow players to gain a slight mathematical advantage without cheating — these are called advantage games.
🌀 House Edge in Different Games
It’s worth noting that licensed casinos cannot alter the RTP of slot machines. However, this doesn’t apply to unlicensed casinos, where fairness may be questionable.
🎡 House Edge in Roulette
There are three main types of roulette: French, European, and American. The key differences lie in the number of zero sectors and the La Partage rule, which applies only to French roulette. Here’s the breakdown of the house edge:
- French Roulette: 1.35%
- European Roulette: 2.70%
- American Roulette: 5.26%
🎰 House Edge in Slot Machines
In slots, the house edge is determined by the game developer and depends on the Random Number Generator (RNG). Casino staff cannot manually change this value.
New Gambling Law in India
On August 22, 2025, the President of India signed a bill that bans all online real-money games.
The enforcement date has not yet been announced, but the impact is already clear.
The All India Gaming Federation (AIGF) called the new regulation a “death sentence” for the legal industry.
Why It Happened
Officially — the law is justified by references to “national security,” “money laundering,” and “terrorist financing.”
In reality — gambling addiction and financial losses among the population are on a scale comparable to the country’s pharmaceutical spending.
Market Size
🔴 Estimated value: $ 22B, with annual revenue of $ 3.5B
🔴 Around 450M Indians lose over $ 2.2B each year
🔴 A study by CUTS International shows that between Apr 2024 — Mar 2025, the 15 largest offshore platforms attracted 5.4B visits — more than Amazon and Wikipedia in India
🔴 Annual deposits on these sites exceeded $ 100B
Key Provisions of the Law
🔵 Ban on all real-money games and betting, including fantasy sports, poker, rummy, and online lotteries
🔵 Ban on all related financial transactions
🔵 Ban on advertising and sponsorships, including sports teams and tournaments
🔵 Penalties: up to 5 years in prison and fines of up to $ 120K
Impact on the Industry
🔴 Loss of sports sponsorships — the Board of Control for Cricket in India terminated its deal with fantasy sports giant Dream11, losing a $ 43M/year contract
🔴 Exit of companies — operators such as Flutter Entertainment, Dream11, My11Circle, Mobile Premier League, Probo, Zupee and others shut down their real-money gaming operations
🔴 Workarounds by offshore firms — many rebrand as IT providers, opening back-office hubs (support, payments, software, marketing) while claiming they do not serve Indian players
🔴 Blow to the economy — India risks losing 200K jobs, 400 companies, and $ 2.2B in tax revenue
⚠️ The new law reshapes India’s iGaming industry overnight, shifting activity offshore and leaving the domestic market without a regulated framework.
Player Motivations: LatAm vs Asia
We explored which psychological aspects attract Latin American and Asian players to iGaming platforms. The basis — research from Pepper Partners:
- Latin America — 484 League of Legends (LoL) players and viewers, 2022.
- China — 3,919 LoL players and viewers, 2015.
Players completed a survey identifying 7 motivational factors. Based on the responses, the top 3 entertainment needs were highlighted.
Motivational factors of Latin American players:
- Social interaction
- Social presence
- Enjoyment
Motivational factors of Asian players:
- Enjoyment
- Social presence
- Achievement
Conclusion: In Latin America, social needs outweigh entertainment. In Asia, the top priority is enjoyment, followed by social presence, and then a personal need for achievement — which is not in the Latin American top.
How to apply the findings:
- In Latin America, focus on building loyal communities that create a sense of belonging and provide a positive brand interaction experience.
- In Asia, create gaming systems that emphasize progress and achievement.
- Adapt marketing strategies to local specifics to meet player needs and align with their gaming expectations.
The Release of ChatGPT-5: How Will It Affect Classic SEO?
OpenAI has officially unveiled its new model — ChatGPT-5. This is the most powerful, accurate, and contextually consistent model released so far. GPT-5 works faster, handles logic, code, and long context better, and adapts more effectively to user tasks. It is already being rolled out to users across all plans, including the free tier, and is now functionally closer to a universal assistant. The question many digital professionals are asking: how will this breakthrough impact classic SEO?
▎Classic search is losing ground as the entry point
Traditionally, SEO has been built around search engines: adapting to Google, Bing, or Baidu algorithms to land in the top 10 for keywords. But with ChatGPT-5 and its analogs, users increasingly get complete answers without visiting websites. Asking something like “How to choose a broker in Europe” or “Which slot is currently the most volatile?” now yields a ready-made recommendation rather than just a link.
This reduces the value of the SERP (Search Engine Results Page) as a competitive space and makes traditional optimization less of a priority.
▎From keywords to user intent
Models like GPT-5 don’t “read” keywords, they read meaning. The algorithm can interpret that a query like “best casinos in Germany without verification” implies a search for brands with fast KYC or none at all, delivering relevant information even without exact phrase matches.
For copywriters, keyword stuffing is no longer necessary — it’s more important to structure content logically and comprehensively, based on facts. Such texts are better understood by language models during training or retrieval.
▎Decline in organic click-through rates
As ChatGPT’s functions expand in browsers and mobile apps, part of the traffic never reaches websites. This is already visible: in some niches, up to 30% of users get their answers directly in a chat or widget, without clicking further.
Aggregator sites, directories, and informational portals will feel this the most, as their content can be partially absorbed and summarized directly by the model.
▎The rise of branded SEO and authorship
Since LLMs increasingly “understand” the reputation of a source, brand and author identity become crucial. Content linked to experts and registered companies, mentioned in trusted sources, gets prioritized in AI-generated responses.
Search models of the GPT generation will reference or summarize information with authority in mind, even if it’s not explicitly stated in the original text. This means greater importance for PR, digital reputation, mentions, and citations.
▎The new role of the SEO specialist: LLM optimization
A new direction emerges — LLM-SEO. Specialists will adapt content not only for search algorithms but also for language models by:
- Structuring texts with coherence and completeness in mind.
- Using formats suitable for model training and information extraction.
- Implementing microdata, tables, concise summaries, and clear theses.
The goal: increase the chances that your content is chosen by the model as a source for user answers.
▎Integration with AI assistants: a new SEO traffic channel
Models like GPT-5 are being embedded into browsers, smartphones, messengers, and voice assistants. Being “picked up” in these models’ responses is a new form of brand visibility, comparable in importance to ranking in Google.
In this sense, SEO is evolving into a broader concept of “digital presence optimization,” where it’s not just about being found, but about ensuring your ideas, data, and branding become part of the AI ecosystem.
Progress Visualization as a Way to Increase GGR
We decided to run an experiment where we used a Fortune Wheel to boost player activity. The result gave us a clear insight: players respond much more actively to visualized progress than to a “hidden” reward.
Hypothesis
If we give a free spin on the Fortune Wheel for a certain amount of bets, this will increase deposits, turnover, and, consequently, GGR.
Test Description
We selected 500 active players who met the following criteria:
- Total bets over the past week > € 300
- Average bet: ≤ € 2.5
These players were divided into a test and a control group.
Test group: receives a free spin on the Fortune Wheel for every € 300 in real-money bets.
Control group: no changes.
📊 Result
After one week:
Deposits hardly changed (+0.5% in the test group)
- GGR dropped by 1% in the test group
- Only 17% of players used at least one spin of the Fortune Wheel
❔What Went Wrong
Analyzing the results, we realized that our player communication was very weak. 67% of test group participants didn’t even activate their spins.
🛠 Improving the Idea
We kept the mechanic but changed the delivery:
- Broke down spin acquisition into 4 steps
- Introduced a progress widget in the game: “You’ve earned ¼ segments of the wheel”
- Made the first segments quick (25 + 50 + 75 EUR) and the final one longer (150 EUR) to trigger the FOMO effect: “just a little more to the prize.”
📈 Results After Improvement
The experiment lasted 4 weeks. In the test group:
- Deposits increased on average by +9%
- Turnover — by +12%
- GGR — by +5%
At the same time, the bonus-to-deposit ratio stayed at 14% — within our financial model.
🫡 Conclusion
Simply handing out rewards is not enough. The key is for the player to see how they are progressing toward the goal. Progress visualization and breaking it into steps create extra motivation and increase engagement.
Our initial concern that players might be distracted by the widget did not come true. On the contrary — it became a core UI/UX element that made the mechanic effective.
